How to Fix my Damaged Hair???Help Please.?

Hi I am a young man 19 years old and I live at a Fraternity in California one day we where having this tiki party and after it was over some friends of mines played a pranked and put this perm in my hair I am black and white mix but more white looking oddly and right after the dumped that crap in my hair I washed it out after flipping on them and the girls helped me but now my hair is washed out it feels rough and dry and I washed my hair and and it never did anything because I blown dryed my hair and I need help I have medium hair but I don't want to cut it because I want it to be long I need help please but if I have to then I will do it. is there any tips to fix it and make it feel soft again i miss my hair.
